A missile fired by the Russians on the afternoon of November 18 hit a residential building, causing casualties and injuries.

This was reported by the head of the Odesa regional state administration, Oleh Kiper.

The Mayor of Odesa, Hennadiy Trukhanov, reported that 8 deaths are confirmed, while Oleg Kiper added that 18 people are injured, including one child. Four individuals are in critical condition.

13:34 "A strike by Russian terrorists with ballistic missiles on Odesa, hitting a residential area. A missile hit a parking lot. A multi-story building, a university, and an administrative building were damaged," stated Ukrainian President Volodymyr Zelensky.

14:01 The head of the Odesa regional administration reported that 39 people were injured, including 4 children aged 7, 10, and two 11-year-olds. The children are in moderate condition and have been hospitalized. Additionally, 30 adults are in hospitals, three of whom are in extremely critical condition. Our doctors are doing everything possible and impossible to save the lives and health of everyone. Other victims were assisted on-site.

14:43 According to the Ukrainian Air Force command, the enemy attacked Odesa with an Iskander-M ballistic missile, which was intercepted by air defense. The destroyed missile fell in the residential sector of the Prymorsky district. Furthermore, at 11:45, an enemy UAV "Orlan-10", likely a reconnaissance drone, was shot down by air defense systems near Odesa.

Meanwhile, Odesa residents are experiencing power supply problems, which have been ongoing since the Russian shelling on November 17, with some areas without electricity for up to 26 hours. The city’s electric transport has not been operating. The city council reported that it would be replaced by an increased number of route taxis and additional large buses, which Odesa received from international partners.

Due to the power situation on November 17, the Commission on Technological and Ecological Safety and Emergency Situations of the Odesa Regional State Administration designated October 18 and 19 as days off for schools and kindergartens in Odesa.

As a result of the Russian attack, two people were killed, and a 17-year-old boy was injured. The deceased were "Ukrenergo" employees—41-year-old Dmytro Kaminnyi and 44-year-old Maksym Sharhorodskyi.

On the morning of November 17, Odesa residents heard explosions, after which the city's electricity went out, and later, water supply was also cut off in some areas. The municipal company "Odesa City Heating Supply" explained that the lack of heating was related to the water supply outage, and heat could be restored once the water supply was resumed.
