Kuyalnytsia village council forced to cancel 10 million tender

The Kuyalnytsia Village Council of Podilskyi District, Odesa Region, has terminated the agreement with the contractor for the overhaul of the building of the culture and leisure center.

This was reported by the press service of the Odesa Regional Prosecutor's Office.

Prosecutors found out that in 2021, the housing and communal services department of the Kuyalnytsia village council and the company entered into an agreement on the overhaul of the building of the culture and leisure center. In 2025, no work was carried out under the contract.

The prosecutor's office stated that the contract was concluded in violation of the requirements of budget legislation - without identified sources of funding and without appropriate budget allocations.

Prosecutors notified the customer, a department of the village council, of the violations and demanded that they take measures to eliminate them and restore the interests of the state. According to the prosecutor's office, the termination of the agreement prevented the unjustified transfer of more than UAH 10 million of budget funds.

In 2021, the Department of Housing, Construction, Improvement and Infrastructure Development of the Kuyalnytsia Village Council of the Podil District of Odesa Region, according to the Prozorro electronic procurement system, entered into one such agreement with Re-Life Limited Liability Company. The value of the agreement was UAH 19 million 750 thousand. The works were to be completed by December 31, 2022.

However, in 2025, the same contracting authority announced a new tender with an adjusted project and a new expected procurement value of UAH 21 million 794 thousand. Only one company, Re-Life LLC, took part in the procurement, which won and entered into an agreement worth UAH 21 million 737.4 thousand.

According to the YouControl service, Re-Life LLC was registered in Kyiv in 2016 and is owned by Oleksandr Zubenko, a resident of Odesa.
