Kherson Regional Insurance Company allocated 40 million to support its divisions

Kherson Regional State Administration has allocated over UAH 40 million in subventions to support the work of the RSA's staff and structural units. The funds will be used to pay salaries, purchase equipment, materials and services for the implementation of the region's socio-economic development programs for 2024-2026.

This is evidenced by the order of the head of the Kherson Regional Military Administration Oleksandr Prokudin.

The Kherson Regional Military Administration has approved the distribution of subventions from the local budget to the state budget for the implementation of programs for the socio-economic development of the region for 2024-2026. The total amount of funding is UAH 40,107,800 and is aimed at paying salaries, purchasing equipment, materials, inventory and paying for services to ensure the work of the regional administration and its structural units.

The RSA office will receive UAH 16,878,000 for salaries and another UAH 500,000 for the purchase of materials and services. The Department of Agriculture Development and Irrigation will receive UAH 700,000, and the Department of Civil Protection and Defense will receive UAH 1.7 million. The Department of Environmental Protection will receive UAH 970 thousand.

Almost 1.1 million was allocated to the Department of Health. The Department of Infrastructure will receive 3.9 million for materials and services and another 1.8 million for equipment, for a total of more than 6.5 million hryvnias.

The Department of Humanitarian Policy Implementation will receive UAH 1.25 million, the Department of Territorial Development - UAH 1.92 million, and the Department of Social Development - UAH 2.31 million. The Department of Finance will receive UAH 1.97 million, the State Archive of the region - UAH 1.95 million, and the Service for Children - UAH 660 thousand.

In addition, 610 thousand hryvnias were allocated to the Department of Physical Culture and Sports, 720 thousand to the Department of Education and Science, and the Department of Veterans Affairs will receive 845 thousand hryvnias.

The new decision cancels the previous order of October 6, 2025, and establishes the current procedure for using the subvention for the development of the region and support of local authorities.

The main problem for Kherson communities, which formally retained the status of legal entities under public law after the occupation in 2022, was the actual lack of their own tax revenues. In 2025, they mostly live off government subsidies.

According to the study, in 2024, almost half of all expenditures of the temporarily occupied communities in Kherson region went to education - 45%. Another 29% was spent on national functions, including transfers to support military units. About 14% was allocated to social protection, while healthcare, housing and communal services, and culture together received less than 15% of the budget.
