Kherson court sentences head of HQC for bribery

The Kherson City Court has sentenced the head of the freelance military medical commission of one of the city's hospitals, who was found guilty of receiving undue advantage for influencing the decision of the MMC.

This became known to Intent from the verdict of March 9, 2026 in case No. 766/2207/26.

According to the court, a rheumatologist and chairman of the MEC of the Kherson City Clinical Hospital named after Athanasius and Olga Tropin organized a scheme to receive bribes for issuing certificates from the military medical commission.

According to the court, in 2025, she and her accomplice offered "assistance" to persons liable for military service in passing the military medical examination. For money, they promised to issue certificates of temporary unfitness for military service or other necessary decisions of the commission.

The investigation found that the intermediary informed the men about the amount of the bribe and received the money, after which it was distributed among the participants in the scheme.

In particular, one of the conscripts handed over USD 900 in installments for issuing a certificate of temporary unfitness for service. Subsequently, another $400 was received for other decisions of the MEC, as well as additional funds for similar services for another person.

In total, according to the court, between July and September 2025, the accused received USD 1, 700 in illegal benefits.

During the investigation, the doctor pleaded guilty and entered into a plea agreement with the prosecutor.

The court approved the agreement and sentenced her to a fine of UAH 71,400 and a ban on holding positions in military medical commissions for three years.

In addition, the court ruled to confiscate part of the illegally obtained funds in the amount of over UAH 14,000, and to recover from the defendant over UAH 7,000 in expenses for conducting examinations.
