In six months, the budgets of Odesa, Mykolaiv and Kherson regions received UAH 21 billion

In the first half of 2025, local budgets of Ukraine received over UAH 245 billion. The highest growth rates of revenues are observed in Odesa, Mykolaiv and Kherson regions, which together have collected more than UAH 20 billion.

This is evidenced by the data of the Ministry of Finance of Ukraine on the performance of revenues of the general fund of local budgets.

According to the results of the first half of 2025, Odesa, Mykolaiv and Kherson regions showed positive dynamics in the execution of revenues of the general fund of local budgets. In general, excluding the temporarily occupied territories, local budgets received almost UAH 246 billion, which is 17.8% more than in the same period in 2024.

Odesa region collected the most among the southern regions - more than UAH 14.4 billion with a growth rate of 115.2%. In Mykolaiv region, budgets received more than UAH 5.5 billion, with a growth rate of 119.6%. Kherson region, despite the war and shelling, collected more than UAH 1.1 billion and showed an increase of 117.1%.

The bulk of the revenues comes from personal income tax - UAH 137.9 billion nationwide (an increase of 19.6%). Revenues from the single tax (+13.2%), land payment (+14.0%), real estate tax (+18.4%) and excise tax (+36.9%) also increased.

The worst performance was recorded in Donetsk (-22.1%) and Luhansk (-13.7%) regions due to hostilities and temporary occupation of some territories.

In addition, in the first half of the year, the government also transferred over UAH 103.5 billion in intergovernmental transfers, including the basic subsidy (UAH 12.7 billion) and the education subvention by 92.8%.

At the beginning of the year, Mykolaiv region became the leader in terms of growth in personal income tax revenues and ranked second among Ukrainian regions in terms of growth in general fund revenues. At the same time, the budget of the Odesa city community received UAH 15.1 billion, which is 2% higher than planned.
