Kherson Regional Hospital renovated on paper

In Kherson, hospital departments have not opened after "repairs" worth millions - although the acts have long been signed. The traces lead to familiar companies and already known defendants in cases of embezzlement of budget funds.

This was reported by Anti-Corruption Dimension with reference to the ruling of the Kherson City Court.

The police are investigating the alleged embezzlement of more than UAH 22 million that was transferred from the budget to repair three departments of the regional hospital in Kherson. According to the investigation, the contractor, Construction Technologies South LLC, received payment for work that it did not perform, acting in collusion with officials of the Department of Territorial Development of the Kherson Regional State Administration. Despite the signed certificates, the premises remain unfinished, not put into operation, with garbage and unfinished work inside.

We are talking about three contracts for major repairs of the outpatient, surgical and neurological departments. An inspection in February 2025 showed that the repairs had not been completed, despite the officially signed certificates of completion. The company has already received more than UAH 22 million under all contracts. The police asked the court to allow access to the company's financial documents, but were denied due to the lack of new evidence or justification.

The investigation is being conducted under the article on misappropriation of funds on a particularly large scale by a group of persons. One of the contracts was concluded back in 2021. In the process, it was amended several times, extending the terms - first because of the hostilities, and then within the allowed 20% of the contract value.

The other two contracts relate to the repair of the surgical and neurological departments at the same hospital. The total amount is over UAH 28 million. In these cases, the deadlines were also repeatedly extended, the last time in 2025. Formally, part of the funds was used within the budget of the new period - but the facilities have not yet been completed.

As INTENT wrote, in February 2025, law enforcement officers began inspecting the repair of the regional rehabilitation hospital in Kherson. The contract is carried out by Construction Technologies South LLC, founded by Maryna Balan, a resident of Kherson. She is already involved in another criminal proceeding.

The investigation believes that together with Svitlana Vasina, Director of the Department of Territorial Development of the Kherson Regional State Administration, they overestimated the cost of the survey for 107 social infrastructure facilities by more than 15 times. The case of embezzlement of UAH 7.7 million is being considered by the High Anti-Corruption Court.

There have been no cases of misappropriation of budget funds in Kherson region. For example, recently, a contract for the construction of a shelter for a kindergarten in Kherson region was awarded to a Kharkiv company that was the only bidder. This company was previously involved in investigations into possible collusion and embezzlement.
