Kherson Entrepreneur Secures 3M Contract for Repair Work After Shelling

In Kherson, a local entrepreneur will be paid UAH 3 million to close windows and repair roofing after shelling at facilities owned by the city council.

This was reported by the Center for Public Investigations.

On February 5, the municipal enterprise "Parks of Kherson" signed a contract worth UAH 3 million with individual entrepreneur Viktor Khodykin.

Representatives of the utility decided not to hold a tender, citing the order of the head of the Kherson Regional Military Administration Prokudin, which allows local officials to enter into contracts without tenders during martial law. This decision was made in connection with the enactment of the decisions of the Kherson Regional Defense Council.

The contract was awarded to Kherson businessman Viktor Khodykin.

According to the terms of the agreement, over the next year, the contractor will perform work on closing window openings and roofs, as well as temporary conservation of load-bearing walls and roofs in residential real estate, social infrastructure, enterprises, as well as in municipal institutions and organizations founded by the Kherson City Council.

According to the YouControl analytical system, Khodykina's company was registered in 2010 in Kherson and is engaged in the construction of residential and non-residential buildings, as well as electrical and other construction and installation works.

As part of the contract, the contractor is obliged to carry out the above works at the facilities owned by Kherson City Council during the year.

Earlier, the Kherson City Council signed a contract for technical supervision of the construction of a radiation shelter at School No. 55 in Kherson. Representatives of the city council decided not to hold a tender, concluding an agreement with Lviv entrepreneur M. Stechyshyn worth UAH 856 thousand without using an electronic system. For these funds, he is to check the progress of construction work until August 31, 2025.

Kherson also signed an agreement for the protection of the art museum, which was looted by Russians during the occupation of the city.
