Kherson City Signs ₴5.7M Contract for 110 Soldier Memorials

On the second attempt, the Kherson City Ritual Service signed a contract with private entrepreneur Vitaliy Kahalnyak to expand the memorial to fallen soldiers at the Geologists Cemetery.

In March, a second tender for the purchase of 110 sets of monuments was announced on the Prozorro portal. The expected purchase price was UAH 6 million.

The auction was held in an open bidding format with special features, but only one participant took part in it - individual entrepreneur Vitaliy Kahalniak. He slightly reduced the proposed price to UAH 5 million 736 thousand and automatically became the winner of the procurement. The contract was signed on April 2.

By December 15, 2025, the contractor must manufacture and deliver 110 sets of granite monuments. The set includes a cross, a slab, a pedestal, a photo insert and a plaque.

According to the technical requirements, all elements should be made of high-quality black Gabbro granite with a uniform texture and mirror shine. The surface of the monuments should be free of defects, and the inscriptions and trident should be clear and easy to read in all weather conditions. For this purpose, the symbols will be covered with special white paint.

The main requirements include the exact dimensions of the elements, compliance with quality standards, and the flawless application of the inscriptions and the state symbol.

According to the youcontrol analytical system, Vitaliy Viktorovich Kahalniak is registered as an individual entrepreneur in Kherson. The main activity is cutting, processing and finishing of decorative and construction stone.

At the end of January, the Kherson City Ritual Service held a tender for the expansion of the memorial complex at the city's Geologists Cemetery. Three entrepreneurs came to the auction with their price offers.

As a result of the tender, on February 10, a contract for UAH 4.9 million was signed with a private entrepreneur from Kherson, Vitaliy Kagalnyak. After that, auditors drew attention to the deal.

In September 2024, the Kherson funeral service had already announced an identical tender. At that time, its cost was UAH 1.3 million.
