More than a million is planned to be spent on the arrangement of the memorial complex in Kherson

The Kherson City Council's Ritual Service of Kherson municipal enterprise plans to spend UAH 1.3 million on the arrangement of a memorial complex for fallen soldiers and people involved in the combat zone.

This was reported by the Center for Public Investigations with reference to the announcement of an open tender with specifics in Prozorro .

According to the CPI, the contractor, in addition to landscaping the area near the memorial, is to install: 40 granite benches, 40 black granite vases, and 40 tombstones: a granite cross, a slab, and a pedestal. At the same time, the granite should have a mirror-like shine, a clear reflection of objects. Stone products should have at least 85% polish and not contain inclusions, mica, veins on the surface, and not have a green background. All parts must be free of cracks, chips, and chips. The stone from which the benches will be made should also have a deep color and a uniform structure. The expected cost of the purchase is 1.3 million hryvnias.

The tender was announced on September 10, and the auction will be held on September 19.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. That is, this procurement is much faster than open tenders. The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the beginning of the full-scale aggression of the Russian Federation in 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

As a reminder, on March 1, 2022, during the Russian army's invasion of Kherson region, four dozen fighters of Kherson's territorial defense with assault rifles and Molotov cocktails came out in Buzkovyi Square to defend the city from the Russian invaders. In the park, the Russian occupiers were shooting people with assault rifles from heavy equipment. In May, despite the occupation regime, Kherson residents installed the first memorial sign in honor of the Kherson terrorist defense fighters in the Lilac Park. A year later, on March 1, 2023, a memorial sign in honor of the fallen members of the terrorist defense was erected in Kherson's Lilac Park.
