Kherson selects contractor to expand memorial to defenders

Kherson has allocated UAH 6 million from the budget for the purchase of granite memorials for fallen soldiers. The corresponding order was signed by the head of the Kherson City Military Administration Roman Mrochko.

This was reported by the Center for Public Investigations.

On January 28, the Kherson City Ritual Service held an auction in the format of open bidding with special conditions for the purchase of memorial complexes for military personnel and persons who participated in hostilities. Three entrepreneurs came to the auction with their price offers.

As a result of the tender, the winner was Vitaliy Viktorovych Kahalniak. The client is currently awaiting the signing of an agreement with the contractor.

By the end of December 2025, the contractor must manufacture and deliver one hundred sets of granite monuments. The set includes a cross, a slab, a pedestal, a photo insert and a plaque.

According to the technical requirements, all elements should be made of high-quality black Gabbro granite with a uniform texture and mirror shine. The surface of the monuments should be free of defects, and the inscriptions and trident should be clear and easy to read in all weather conditions. For this purpose, the symbols will be covered with special white paint.

The main requirements include the exact dimensions of the elements, compliance with quality standards, and flawless application of the inscriptions and the state symbol.

The kits are to be delivered to Kherson Oblast in batches. Orders must be fulfilled within 5 working days after receipt of the application.

According to the youcontrol analytical system, Vitalii Viktorovych Kahalniak is registered as an individual entrepreneur in the city of Kherson. The main activity according to CEA 23.70 is cutting, processing and finishing of decorative and building stone.

In September 2024, the Kherson funeral service had already announced an identical tender. At that time, its cost was UAH 1.3 million.

Intent has already written that the families of the fallen Kherson defenders received state awards. They were awarded posthumously.
