Kherson City Hospital to undergo audit that will cost half a million

The Health Department of Kherson City Council has signed an agreement to conduct a financial audit of the Karabelesh City Clinical Hospital without an open tender and without using an electronic procurement system.

As it became known from the Prozorro platform, the services for auditing the accounting and financial statements of the medical institution will cost the budget UAH 460,000. The contract was awarded to Vinnytsia-based Podilska Audit Group LLC.

Theaudit covers three reporting periods - 2022, 2023 and 2024. Its goal is to verify the compliance of financial statements with accounting data and to analyze the financial condition of the company. The agreement was signed on May 5, 2025.

The formal justification for ordering the services was an executive order signed on April 17, 2025 by the former head of the Kherson City Military Administration Roman Mrochko "On Conducting an Independent Audit of the Financial and Economic Activities of the Municipal Non-Profit Enterprise Kherson City Clinical Hospital named after E.E. Karabelesh". This order was published on the official website of the administration on April 24.

According to the YouControl analytical system, Podilska Audit Group LLC was registered on November 3, 2016, in Vinnytsia. The main activity is the provision of accounting and auditing services and tax consulting. The company is managed by Volodymyr Pichkur.

The medical institution is managed by Alla Malytska, who was returned to the position of CEO of the Karabelesh Hospital in Kherson after a wave of public outrage.

Earlier, the head of KhMVA, Roman Mrochko, said that he would not extend her contract and appointed a new head, Dmytro Domansky. At the same time, the hospital's medical staff actually blocked the introduction of the new head, after which the staff appealed to the President of Ukraine to intervene in the situation.
