Kherson Cancels ₴6M Memorial Complex Tender After Audit Violations

The State Audit Service found serious violations in the tender for the purchase of memorial complexes for fallen soldiers buried at the Geologists Cemetery in Kherson. As a result, the contract with the contractor was canceled.

After the contract was canceled, the municipal enterprise "Ritual Service of Kherson" announced a new tender with the same value of UAH 6 million. Information about this was published on the Prozorro platform.

Applications from contractors will be accepted until March 24, and the next day an auction will be held in the format of open bidding with reduced deadlines for submission and appeal.

According to the project, 100 memorials are to be installed, including:

All monuments will be made of Gabbro granite, a high quality black stone with a mirror-like shine and no defects. The inscriptions and tridents on the slabs will be covered with special white paint so that they remain clear even in rainy weather.

The installation should be completed by the end of 2025, and deliveries will be made in batches within 5 working days after receipt of the application.

At the end of January, the Kherson City Ritual Service held a tender to expand the memorial complex at the city's Geologists Cemetery. Three entrepreneurs came to the auction with their price offers.

As a result of the tender, on February 10, a contract for UAH 4.9 million was signed with a private entrepreneur from Kherson, Vitaliy Kagalnyak. After that, auditors drew attention to the deal.

In September 2024, the Kherson funeral service had already announced an identical tender. At that time, its cost was UAH 1.3 million.
