Kherson allocates 200 thousand out of 17 million needed for school shelter repairs

In Kherson, it is planned to repair a school shelter for more than UAH 17 million to ensure safe offline learning for students. The project involves arranging the basement to meet the needs of children with disabilities, but only part of the funding has been confirmed so far.

This is evidenced by data from the DREAM digital recovery ecosystem.

It is planned to overhaul the shelter at the specialized school No. 24 with in-depth study of mathematics, physics and English. The project is to provide safe conditions for face-to-face or blended learning under the constant threat of shelling.

The school is located in one of the safest neighborhoods in the city and will be able to accommodate up to 300 children in two shifts upon completion. The shelter will be divided into educational, recreational and economic areas, taking into account the needs of students with disabilities. The project involves the installation of ramps, special restrooms, handrails, and contrasting tactile lines for people with visual impairments.

According to the project description, the renovation covers an area of more than 500 square meters. It is planned to dismantle the old concrete floors, install new insulation, redevelop the premises, waterproof the foundation, install ventilation, video surveillance and fire alarm systems, and install lighting, some of which will run on batteries in the event of a power outage.

The total cost of the project is about UAH 17.6 million, of which UAH 14.3 million is earmarked for capital expenditures and another UAH 3.3 million for operating expenses. However, so far only 1.14% of the funding has been confirmed - almost 200 thousand hryvnias have been received from the local budget of Kherson.

The customer is the Capital Construction Department of the Kherson City Council, a comprehensive examination of the project documentation was carried out by Rembudconsulting (UAH 24,880), and the project was developed by Archbud Studio (UAH 175,115).

According to the initiators, the main goal is to return students to offline learning even in difficult conditions without endangering them. The estimated duration of the project is six months.

It was also planned to build a shelter for a lyceum in Kherson region, designed for more than 260 children and teachers. However, in March 2025, the state refused to provide a subvention of UAH 42 million, despite the already approved technical documentation.
