State refuses to fund bomb shelter for school in Kherson region

In Kherson region, it was planned to build a shelter for a lyceum for more than 260 people. However, in March 2025, the state did not approve a subvention of UAH 42 million, although the technical documentation had already been approved.

This is evidenced by data from the DREAM ecosystem.

In the village of Skhidne, Kherson district, it is planned to build a civil defense facility for a lyceum where 136 children are currently studying remotely.

According to the description, the project envisages the creation of a shelter capable of protecting 265 students and staff of the educational institution during war or emergency situations in peacetime. The school has 38 rooms, 17 employees, and 11 classes, including two inclusive ones. The institution has the status of a lyceum with an elementary school and a gymnasium.

The building will be one-story, frame-monolithic, windowless, with sealed doors and three exits. The premises will be divided into main and auxiliary rooms, with a separate space for a diesel power plant. The project includes energy efficiency, ventilation, lighting, and barrier-free access for people with disabilities.

According to the technical design, the construction was estimated at UAH 42 million. Currently, the design and estimate documentation has been approved, and a tender for design has been held, which was carried out by Archivizn LLC for UAH 315 thousand.

But the main problem is the lack of confirmed funding: only 0.75% of the need is currently covered. The application for a state subvention submitted in March to create safe conditions in institutions was disqualified on April 25. According to the financial program, almost all points met its requirements, except for one - the minimum percentage of co-financing, which is not there.

As for another educational institution in Kherson region, on the contrary, 35 million hryvnias out of the required 214 million were allocated from the State Fund for the Elimination of the Consequences of Armed Aggression. It is planned to reconstruct the Arkhangelsk secondary school, which was damaged by shelling: a kindergarten will be added to the lyceum, a shelter will be built, a new stadium will be built, and engineering networks will be completely renovated.
