Izmail will spend an additional 16 million on renovating a building to serve as a dormitory for displaced persons

The Housing and Utilities Department of the Izmail City Council has signed a contract for the routine maintenance of a temporary shelter for displaced persons located in the "Veselka" kindergarten building in Izmail. The cost of the work amounted to over 16 million hryvnias. 

This was reported by an Intent correspondent, citing the Prozorro website.

The winner of the procurement was the private enterprise "Rodnik," which was the sole bidder. The company is owned by Ihor Dekhtyarev, a member of the Izmail City Council. The work will be funded from the city budget.

According to the tender documentation, the work constitutes the third phase of renovations to the dormitory, which is used to house internally displaced persons. Completion is scheduled for December 25, 2026.

The project involves renovating the building. Specifically, plans include removing old doors and installing over 200 square meters of new metal-plastic door units, as well as installing nearly 150 square meters of metal-plastic partitions.

A significant portion of the work involves utility systems. The contractor must replace the water supply and sewer systems, install 12 water heaters, new toilets, sinks, shower trays, faucets, and towel warmers.

A separate scope of work involves the modernization of electrical systems. Plans include laying over 1.5 kilometers of new electrical wiring and installing new circuit breakers, outlets, light fixtures, and electrical panels.

The project also includes repairs to the building’s facade and roof. Plans include restoring the plastering, spackling, and painting of over 1,600 square meters of the facade, repairing the eaves, upgrading the drainage system, and installing a new 390-square-meter roll roofing system.

In addition, the renovation of the entrance areas and porches is planned. Workers are to install new stairs and ramps, handrails, anti-slip elements, tactile paving for people with limited mobility, new canopies over the entrances, and repair the fencing.

The tender documentation indicates that the renovation will also involve a significant amount of demolition work and the removal of construction debris.

As a reminder, Rodnik LLC was awarded contracts for the previous stages of the building’s renovation, which began in the fall of 2025. The previous two phases, including the purchase of furniture, have already cost the budget 9.63 million hryvnias.

Additionally, a company owned by a deputy from Izmail won the right to repair streets in Odesa without a tender. The sole participant was the limited liability company "Eurodor."
