The Bolhrad District Primary Health Care Center of the Bolhrad City Council of Odesa Oblast has held a tender to select a contractor to pay for the restoration of the facade of the 1870-1890 Mansion architectural monument.
The relevant information was published in the Prozorro electronic procurement system.
The procurement was conducted in the open bidding process with special features, and the only participant was Pivdenbud-M Limited Liability Company. According to the YouControl analytical service, Pivdenbud-M LLC was registered in Izmail in 2017 with a registered capital of UAH 750 thousand. The sole founder and director is Mykhailo Podopryhor.
The works are to be completed by June 1, 2027. The tender document on the scope of work states that the contractor, in particular, must restore the building's facade, including cleaning and restoring plaster, repairing cracks, restoring brickwork elements, stucco decor, window frames, and fencing. The project also includes facade insulation, painting, installation of drainage pipes, and removal of construction waste. The late 19th-century mansion is an architectural monument of local significance. The facade has damaged shading and decoration. This building houses the Bolhrad District Primary Health Care Center.
According to the YouControl service, Pivdenbud-M has not won any public procurement this year, and this may be the first. Last year, the company earned UAH 5 million 564.9 thousand in public tenders. The largest procurement was a tender from the Education Department of the Bolhrad City Council of Odesa Oblast. The subject of the procurement was the overhaul of the roof (with energy saving measures) of a part of the non-residential building of the lyceum in Tabaki village.
Unlike the current procurement, the company had to compete for this lot with Bessarabiyastroy Limited Liability Company and individual entrepreneur Vasyl Yanchev. The competitors' bids were cheaper than Pivdenbud-M's, but were rejected because Bessarabiyastroy failed to provide a number of documents, and Vasyl Yanchev's bid did not meet the terms of the technical specification and other requirements for the subject matter of the tender documentation.
