Izmail company wins one and a half million tender in the city without competitors

The Housing and Communal Services Department of the Izmail City Council of Izmail District, Odesa Region, has conducted a procurement to select a contractor to be paid for services to prevent the occurrence of man-made emergencies.

As noted in the Prozorro electronic procurement system, this also includes the elimination of their consequences associated with the destruction of centralized water supply networks (current repairs).

The repairs will be carried out along Pokrovska Street from house No. 28 on that street to Kishynivska Street in the direction of the port facilities and transshipment points. The procurement was conducted in the format of an open tender with special conditions, and the only participant was SMU-56 Limited Liability Company.

The company expects to receive UAH 1 million 561.8 thousand. According to the YouControl service, the LLC was registered in Izmail in 2018. The owner is a local resident Vitaliy Popov.

In November 2024, the Housing and Utilities Department of the Izmail City Council announced a search for a contractor to carry out the current repair of the road surface of Heroiv Azovstalii Street (before it was renamed Krasnodonska Street). The expected cost of the works is UAH 6 million 615 thousand. At that time, SMU-56 was also the only bidder. The company received UAH 6 million 487.4 thousand.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days.

Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale aggression of the Russian Federation in 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules for bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
