Civil servants of Odesa region administrations received lower salaries

In the first quarter of 2026, Kherson region topped the ranking of average salaries in local administrations in Ukraine, while employees in Odesa region received significantly less. The difference shows how much officials' salaries depend on the region and the regional budget.

This is evidenced by data from the Ministry of Finance of Ukraine.

The average salary of employees of local state administrations in Ukraine varies significantly by region. The highest figures are recorded in Kherson region - over UAH 51 thousand in the regional state administration and about UAH 30.3 thousand in district administrations.

According to the Ministry of Finance of Ukraine, Kherson region is followed by Luhansk region (UAH 36,300) and Zaporizhzhia region (UAH 32,400) in terms of average salaries in regional state administrations.

In Mykolaiv region, the average salary of employees of the regional state administration is about UAH 26.7 thousand. This is one of the highest rates among the country's regions.

At the same time, the average salary in the district state administrations of Mykolaiv region is about UAH 20,600. According to this indicator, the region is in the middle of the national ranking.

For comparison, in Odesa Oblast, the average salary of employees of the oblast state administration is about UAH 26,200, and in district state administrations - about UAH 24,000.

Last year, the Center for Public Investigations analyzed how salaries are formed in the Odesa City Council. The salary fund is determined when the local budget for the year is adopted: the document provides for the total amount of funds for the maintenance of executive bodies. After that, the managers themselves distribute these funds and set monthly payments.

The salary consists of mandatory parts - base salary, a supplement for the rank of the official, and a seniority bonus - as well as bonuses and additional payments for high performance. Bonuses are usually paid out of the savings in the payroll fund that result from vacancies.
