Renovation of a school canteen in Odesa region attracts law enforcement interest

The renovation of the canteen at School No. 7 in Bilhorod-Dnistrovskyi has come under the scrutiny of law enforcement. Investigators suspect that the volume and cost of materials may have been overstated in the documents and part of the budget funds may have been diverted into the shadows.

The investigation under the article on forgery was launched on February 17, 2026. It is about the possible introduction of false data into the documentation during the overhaul of the canteen.

Investigators found that the Education Department of the Bilhorod-Dnistrovskyi City Council signed two contracts with KAM-Ekorembud. The first contract, signed in October 2024, provided for the performance of works for UAH 21.05 million, but after changes in the estimate, they actually paid UAH 19.65 million.

The second contract was signed in August 2025 to adjust the project, and its cost was UAH 7.2 million. Thus, the total amount of work exceeded UAH 26 million. Funding was provided through the EU-supported Ukraine Facility program.

The investigation believes that officials of the education department, the contractor, and the technical supervision engineer may have deliberately entered false information into the acts of completion, cost certificates, summary statements, and invoices. According to law enforcement, this was done to misappropriate part of the funds.

Separately, they are checking the technical supervision carried out by the Municipal Capital Construction Utility of the Odesa City Council for UAH 170 thousand until the end of 2025. The technical supervision engineer may also be involved in the scheme. As noted in the media, Oleh Chernushenko recently took over the helm of the utility, replacing Serhiy Shvaykovsky.

Investigators gained access to contracts, additional agreements, and signature samples of the management for handwriting analysis.

After the repair, KAM-Ekorembud LLC continues to participate in public procurement, but the amounts are much smaller - eight more contracts totaling UAH 699 thousand, mainly for the Perspektyva of the Krasnosilsk Village Council and Odesa Vocational Training Center.

The company's political ties were previously reported: director Viktor Molodtsov was the head of the Mykolaivtsi party and founder of the Odesa regional organization of the European Party of Ukraine, and also worked as an assistant to MP Hennadii Chekita.

The company's founder in 2020 was Andriy Koryakin, who lived with the current owner Oksana Sheremeta and co-founded the Belgorod-Dniester People's Council NGO with MP Valeriy Kryzhanivsky.

The businessman from Odesa region is also suspected of misappropriating funds for computer equipment that he had transferred to schools according to documents but did not actually deliver. The court authorized his arrest.
