Izmail City Council Awards ₴12.4M Contract for Walk of Fame Project

The Housing and Communal Services Department of Izmail City Council signed a contract with Rodnik, a private enterprise owned by City Council member Igor Dekhtyarev, to arrange the Walk of Fame on Victory Square.

The contract amount is UAH 12 million 400 thousand. This is 137.5 thousand less than the maximum price offered by the customer, an Intent correspondent reported, citing the Prozorro public procurement website.

The bidding was held on the second attempt due to a nuance in the documentation submitted by the participant. It should be noted that in both cases the bidder was the same - Rodnik PE. The reason for the rejection of the sole bidder at the first auction was inflationary processes, which Rodnik included in the contract price. Since such subtleties are not provided for in the procurement terms, the customer's representative rejected the bid. But the second time, the auction was recognized as valid.

In the second half of March 31, the contractor already placed construction trailers on Peremohy Square to signify the start of work. They will be financed in two stages: in 2025, UAH 6.37 million will be allocated from the city budget, and the rest will be paid in 2026. The alley will be located in the northern part of the square, across the street from the Izmail City Central Hospital. It is planned to plant perennial flowers and a composition in national colors of 160 petunias - yellow and blue. A stand with portraits of the victims will be installed on a reinforced concrete foundation, as well as structures for mounting photos and laying flowers.

Lighting will also be provided: six LED lamps on metal supports, 72 ground lamps and portrait lighting will be installed around the Alley. A pipeline will be installed to maintain the green area. The works are scheduled to be completed by December 15, 2026.

In 2024, the location of the Walk of Fame was determined by online voting. The local working group, which included architects, historians, representatives of the authorities, public and volunteer organizations, carefully analyzed about ten possible locations for the installation of this important memorial. Victory Square received the most support, with 40.5% of the vote. Last fall, architect Olha Pashevska developed the concept of the future memorial, and the city council ordered a preliminary design for UAH 198 thousand from the local company Geoinformservice.

According to the plan, the Alley of Glory will be a symbolic space to honor the Izmail residents who died in the fight against Russian aggression. The project includes a central composition with a stele with the inscription "Glory to Ukraine! Glory to the Heroes!", lights, as well as structures with photos of the fallen soldiers. All this is intended to constantly remind residents and guests of the city about the heroism of the fallen. The main structure will be made of reinforced concrete, natural stone and weather-resistant metal. The paths on the Alley will be tiled, and the lawn will be equipped with an automatic irrigation system. Flagpoles with the national flag of Ukraine and the flag of Izmail will also be installed.
