The executive committee of Odesa City Council has considered more than 145 applications for compensation for destroyed and damaged housing. For families without privatized housing, the city is looking for new apartments from the municipal fund.
The relevant decision was considered at a meeting of the executive committee of the Odesa City Council.
Before submitting it to the executive committee, the relevant commission reviewed all the materials. According to Nadiya Shvets, secretary of the commission and director of the Bureau of Technical Inventory, 25 conclusions were made regarding the destroyed housing: 10 of them provide for compensation, and 15 more contain refusals. During the consideration of 121 applications for damage, some documents were also rejected, mainly because people confused the procedures and filed applications in the wrong category.
Shvets emphasized that the commission checks ownership, grounds for compensation, and determines the amount of compensation based on defective acts. According to her, the estimated cost per square meter is 32 to 46 thousand hryvnias for apartments and about 42 thousand hryvnias for private and country houses. Most of the destroyed private homes are in Khadzhibey district. Among apartment buildings, the most damage was recorded in Primorsky district.
During the inspection, 13 families whose homes were destroyed were identified, but they were not entitled to compensation because they had not privatized their apartments. For such cases, the city has introduced a separate mechanism: the victims are offered housing from the municipal fund. Eight families have already received new apartments, and two more are looking for options.
In addition, Odesa has a separate program that provides compensation for damage to windows and doors in apartments, as well as roofs, balconies and loggias in private homes. The amount of assistance is also determined based on defective acts.
In October, the Odesa City Council allocated UAH 126 million for compensation for residents of high-rise buildings and private homes affected by the flood. Additional funding is expected from the regional and state budgets.
