In Mykolaiv, shelters were inspected and serious violations were discovered

In Mykolaiv, basic shelters were inspected, and a number of serious violations were identified. These included the dilapidated condition of one of the facilities, the lack of accessibility for people with limited mobility, and the absence of fire extinguishing equipment.

This was reported by the Office of the Ukrainian Parliament Commissioner for Human Rights.

A team from the Office conducted monitoring visits to basic shelters in Mykolaiv.

During the inspection, they assessed:

• the shelters’ readiness for use during an air raid alert;
• accessibility to the public;
• conditions for people’s temporary stay;
• compliance with civil protection laws.

The inspection found that, in general, the shelters provide basic conditions for people to stay. They are equipped with ventilation, lighting, and sanitary facilities.

At the same time, the monitoring revealed a number of serious violations. In particular, the informational signs lack details about the facility’s operator and the responsible individuals.

Furthermore, the shelters are not accessible to people with limited mobility—there are no ramps or wooden or metal stairs.

Additionally, one of the inspected facilities is in a state of disrepair due to damage to utility lines and water damage.

As noted by the Office, damp walls violate the requirements for the maintenance and operation of civil defense shelters and do not ensure safe conditions for people.

During the inspection, the absence of fire extinguishers and necessary equipment was also noted.

Based on the monitoring results, recommendations will be provided to the facility manager and responsible officials regarding bringing the shelters into proper technical and sanitary-hygienic condition in accordance with legal requirements, as well as ensuring they are equipped with the necessary minimum of material and technical resources.
