In Mykolaiv, a contractor has delayed the restoration of an apartment building damaged by Russian shelling. The prosecutor’s office is seeking a fine of nearly 1 million hryvnias.
This was reported by the Mykolaiv Regional Prosecutor’s Office.
A prosecutor from the Mykolaiv City District Prosecutor’s Office determined that the contractor attempted to evade responsibility for missing the repair deadlines.
To do so, he initiated the signing of a supplementary agreement to extend the deadline for completing the work by three months. However, there were no legal grounds for this.
As a result, the residential building repair work stipulated in the contract was not completed by the specified deadline.
Despite the violations, the local government did not impose penalties on the contractor.
The prosecutor filed a lawsuit to protect the interests of the local community. The lawsuit seeks:
- declaring the supplementary agreement invalid;
- the recovery of approximately 1 million UAH for the budget.
It should be noted that the prosecutor’s office has not specified which building is in question. However, according to MykVisti, the building in question is located at 21 Admiralska Street.
A Russian missile struck the building on the night of September 30, 2022. Part of the fourth and fifth floors of the five-story building were destroyed.
A young woman was killed as a result of the enemy attack. Five other people were injured.
In May 2025, the Mykolaiv Department of Housing and Communal Services announced the first tender for the building’s repair, valued at 12.6 million hryvnias. However, the tender did not take place.
The tender was re-announced in June. By July, a contract had been signed with a contractor to carry out the work.
According to data from the Prozorro system, the Department of Housing and Communal Services signed a contract for major repairs with TAVRIYAMONOLITBUD LLC.
The contractor was supposed to complete the work by December 15, 2025. However, on the day the deadline expired, the parties signed a supplementary agreement postponing the completion date to March 31, 2026.
The first phase of demolition work took longer than planned due to significant damage to the building.
When the contractor began restoration work, additional tasks arose that the department had not taken into account when drafting the contract. As a result, the project was suspended for adjustments.
