The High Council of Justice has officially dismissed judge of the Economic Court of Kherson region Liubov Nemchenko, who had been under occupation for a long time and received Ukrainian budget funds.

Despite her status as a servant of Themis, she received a Russian tax number and tried to resign, claiming a lifetime allowance from Ukraine.
The story began back in August 2022, when Nemchenko was sent to the Economic Court of Odesa Oblast. She never showed up, explaining that there were no safe 'corridors'. Later, the judge reported that due to the humanitarian catastrophe and pressure, she left for the left bank of the Kherson region to the village of Askania-Nova. During her stay in the occupation in 2022 and early 2023, she was paid more than UAH 1.18 million in judicial remuneration.
According to the Avtomaidan civil society organization, Nemchenko first applied for leave, and when the payments stopped, she submitted her resignation. This would have allowed her to receive lifelong payments from the state, but the High Council of Justice suspended consideration of the application and opened disciplinary proceedings. Only in April 2025 was she suspended from work.
Special attention in the case was drawn to the fact that Nemchenko received a Russian TIN. The judge herself claimed that she needed the number only to create an electronic signature for correspondence with Ukrainian authorities, and that she allegedly learned about the possibility of doing so through Diia later. In July 2024, she moved to occupied Simferopol for her mother's treatment and asked not to be released until the end of hostilities, assuring her of her loyalty to Ukraine.
Despite her stay in the occupied territories, Liubov Nemchenko continued to report her assets. In her declaration for 2024, she indicated an apartment, a Volkswagen POLO car, and UAH 247 thousand in pension received from the Pension Fund in Kherson region. Only the recent decision of the High Council of Justice to dismiss her was the end of her career, which had lasted since 2003.
