Four hundred million planned for additional bridge repairs in Mykolaiv region

In Mykolaiv region, a tender has been announced for additional repairs to a bridge that has already been allocated significant funds from the budget. This time, it is planned to spend more than 400 million hryvnias.

This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.

The customer for the works was the Service for Infrastructure Restoration and Development in Mykolaiv Oblast. The bridge at km 174 + 647 of the public road of national importance P-55 Odesa - Voznesensk - Novyi Buh with approaches is to be overhauled.

The bidding is scheduled for October 17. The expected value of the procurement is UAH 438 thousand 475,363. The amount of the tender security is UAH 2 million 192 thousand 376. The size of the minimum price reduction step is the same.

The customer requires the winner of the procurement procedure to post a security for the performance of the contract. The amount of the security for the procurement contract is 1% of its value.

The contractor may be provided with an advance payment for the performance of works for a period not exceeding 3 months in the amount of up to 30% of the annual cost of works.

Thus, the contractor shall carry out cold milling of the asphalt concrete pavement, arrangement of the road base and cement concrete pavement, installation of barrier fencing, arrangement of horizontal road markings, installation of reinforced concrete beams and laying of reinforced concrete pipe links.

The repairs are to be completed by December 25, 2025.

Also recently, a tender was announced for the reconstruction of the same bridge, but for the overhaul of the transport structure at km 182+884 of the public road of national importance P-55 Odesa - Voznesensk - Novyi Buh. The bidding is scheduled for October 3. The repairs are to be completed by August 30, 2025.

This spring, the Infrastructure Restoration and Development Service canceled a two billion hryvnia tender for the construction of a "Japanese bridge" interchange. This was the second attempt to find a contractor to build the interchange to the bridge. The tender was announced on January 30, 2024. Its cost was 2.29 billion hryvnias. Prior to that, the service announced a similar tender in December last year, but it was canceled. The construction of the interchange near Mykolaiv is the first stage of the bypass road construction.

Under the terms of the tender, by May 2025, it was necessary to build an interchange at different levels at the junction of the bridge crossing over the Pivdennyi Buh River in Mykolaiv to the public road of national importance M-14 Odesa-Melitopol-Novoazovsk (km 121+360). Prior to this, the Restoration Service announced a corresponding tender in December last year, but it was also canceled.

Almost all bridges damaged by Russian aggression have been restored in Mykolaiv region. As of August 2024, 19 bridges that were damaged due to active hostilities in the region have been fully restored. The main, largest bridge is in Voznesensk, which helped stop the advance of Russian occupation forces in 2022.

In April 2023, the government transformed the Road Service into the Infrastructure Restoration and Development Service (IRDS).

Intent, in cooperation with the Center for Public Investigations, investigated the successful procurements that the SVRD in Odesa and Mykolaiv regions made from April 1, 2023, to August 20, 2024. There were 381 of them, totaling UAH 23.8 billion. Of these, only five were specifically related to works to eliminate the consequences of Russia's armed aggression.
