Expenditures of the Department of Territorial Development of Kherson Region reached 174 million

In 2025, the Department of Territorial Development of the Kherson Regional State Administration spent budget funds mainly on the construction and repair of educational institutions, outpatient clinics, and utility networks. Throughout the year, the institution announced dozens of procurements for the needs of the region.

Intent analyzed the largest deals in the Zakupivli.pro system. The procurement analysis is based on the expected value, as the initial price may decrease during auctions.

The department started the procurement year only in March. More than UAH 15 million was planned for the new construction of a general family medicine outpatient clinic in the village of Davydiv Brid, but the work has not yet been completed. In April, the department ordered supervision of repair work on the building of the Vysokopil secondary school with the construction of a shelter. The Center for Public Investigations wrote that hundreds of millions of hryvnias had already been spent on these works, the contractors of which had previously been accused of embezzling budget funds.

The department also actively commissioned the development of project documentation: the overhaul of the Novoraysk hub institution of complete general secondary education cost UAH 1.1 million, and another UAH 686 thousand was allocated for the shelter project for this school. Also ordered were the development of projects for the Kochubeev outpatient clinic (UAH 637 thousand), the new construction of a protective structure for the Fedorivsky Lyceum (UAH 441 thousand), and the reconstruction of an outpatient clinic in the village of Muzykivka (UAH 588 thousand).

By the end of April, the department was focusing on networks: the overhaul of the street water supply network in Vysokopillya cost over UAH 617 thousand, the reconstruction of the water supply in Myrolyubivka - UAH 980 thousand, and in Novovoskresenskoye - over UAH 1.4 million. In addition, the overhaul of the sewerage network and installation of a solar power plant in Vysokopillya cost over UAH 759 thousand. Water supply reconstruction projects in the villages of Kochubeevka, Svitlivka, Mykilske cost UAH 1.2 million, in Kalynivske, Lymanets and Pryhirya - UAH 1.4 million each, and the overhaul of the water supply in Bobrovyi Kut cost over UAH 705 thousand.

In May, the department continued to work on water supply systems: reconstruction in Orlovo cost more than UAH 813 thousand, and major repairs of water supply in Fedorivka and Blahovishchensk cost UAH 1.1 million. On May 15, the department announced a third tender for the construction of an outpatient clinic in Davydovyi Brod, planning to spend more than UAH 15 million. Only one company, New Heat Technologies LLC from Zaporizhzhia, applied for the tender, which had already received this contract but failed to complete the work on time.

Also in June, the department allocated more than UAH 204 thousand for technical supervision of the outpatient clinic and more than UAH 30 thousand for author's supervision, and more than UAH 279 thousand for the development of project documentation for a new protective structure in the Arkhangelsk kindergarten. UAH 440 thousand was allocated for the construction of a shelter for the Kochubeev Primary Health Care Center.

In August, the search for a contractor for the overhaul of the administrative building of the Velyko Oleksandrivka village council began for more than UAH 6 million; technical supervision cost more than UAH 81 thousand, and author's supervision - UAH 54 thousand. The most expensive procurement concerned the reconstruction of the administrative building of the Vysokopil village council into a general practice outpatient clinic - over UAH 135 million. In October, the contractor was finally selected, despite complaints and inspections by the Antimonopoly Committee. The winner was a company suspected by NABU of embezzlement during the construction of a shelter at the Vysokopil school, where it is still working.

The month ended with an order for additional work on the construction of sewage treatment facilities in Vysokopillya - for almost a million hryvnias. The Department also announced the search for a contractor for technical supervision of the reconstruction of the administrative building of the Vysokopillya village council, with UAH 1.4 million planned for this purpose and UAH 360 thousand for designer's supervision.

In 2025, the Department of Territorial Development of the Kherson Regional State Administration spent more than 174 million hryvnias on the construction and repair of educational institutions, outpatient clinics, and water supply networks. The largest expenditures concerned the reconstruction of the administrative building in Vysokopillya into an outpatient clinic, with some procurements being accompanied by delays and disputed contractors.

In addition, the Kherson Oblast Infrastructure Restoration and Development Service began 2025 with large-scale spending on overhauling shell-damaged buildings and restoring roads. Since the beginning of the year, it has announced public procurement worth over UAH 2 billion.
