Construction of a new outpatient clinic in Kherson region was given to a contractor who failed to meet the deadline

The company that has already disrupted the construction of an outpatient clinic in the village of Davydiv Brid has been awarded the same contract by the Kherson Regional State Administration. It is a reconstruction of a medical facility destroyed by shelling, which the contractor failed to complete on time.

This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.

In May, the Department of Territorial Development of the Kherson Regional State Administration announced a tender for a general practice outpatient clinic in the village of Davydiv Brid, which was destroyed by shelling. UAH 15.3 million was allocated for the construction.

Only one company applied for the tender, which had already received this contract but failed to complete the work on time. This is New Heat Technologies LLC from Zaporizhzhia. The winner's offer was 22 thousand less than the purchase price.

It is planned that the new outpatient clinic will have offices for doctors, a treatment room, and a vaccination room. The project also includes the installation of solar panels and a rainwater collection system.

This is not the first time the Department has announced an auction for the construction of an outpatient clinic. Previously, the tender was announced in early April, but it was canceled. The winner was given the opportunity to eliminate the deficiencies in their application.

This was the second attempt to find a contractor for this project. Back in March 2024, the department announced the start of construction of an outpatient clinic in Davydiv Brod. At that time, New Heat Technologies LLC was appointed as the contractor, and it undertook to complete the work by the end of 2024. However, the obligations were not fulfilled and the construction was not completed on time. As a result, the department is forced to announce a second tender.

According to the YouControl online analytical system, New Heat Technologies LLC was registered in 2006 in Zaporizhzhia with a registered capital of almost UAH 36,000. The founder is Maksym Lobintsev, a resident of Donetsk. The company owns two DACIA LOGAN cars and 6 licenses, the main of which is for business activities related to the creation of architectural objects.

The company entered the public procurement market in 2016 and earned more than UAH 526 million from it. The largest revenues came in 2024, when the amount of earnings from public tenders exceeded 179 million.

The company is involved in several criminal proceedings. One of them concerns the company's officials who in 2020 failed to complete construction work under the contracts, forged certificates of completion and misappropriated budget funds.

This contractor has been mentioned by the CPR before. For instance, the Department of Territorial Development of Kherson Regional State Administration twice signed agreements with New Heat Technologies LLC for the overhaul of the building of Velyko Oleksandrivskyi Kindergarten No. 2. The first agreement for UAH 37.2 million was signed in December 2023, and the second one in the second half of the year, for UAH 52.1 million, also for the repair of the same kindergarten.
