The auction for the construction of an outpatient clinic in Davydiv Brid, Kherson region, was announced for the third time

A new outpatient clinic is planned to be built in Davydovyi Brod, as the previous one was destroyed by Russian troops. This is the third attempt to find a contractor: the previous one failed to fulfill its obligations, and the results of the last tender were canceled.

This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.

A modern outpatient clinic of general family medicine is to be built in the village of Davydiv Brid in Kherson region. The Department of Territorial Development of the Kherson Regional State Administration has announced a tender for the project, with an expected cost of over UAH 15.3 million.

The procurement was announced through the Prozorro system, with the deadline for submitting proposals being May 30, 2025. The auction will start on June 2. The works are to be completed by December 25, 2026. The winner will receive an advance payment of up to 30% of the cost of the work, and the rest will be paid after the facility is commissioned, subject to the availability of budget funding.

The customer is the Department of Territorial Development of Kherson Regional State Administration. The outpatient clinic is expected to improve access to medical services for residents of David's Ford, which was heavily damaged during the hostilities.

This is not the first announcement of the auction. The Department announced a tender for the construction of an outpatient clinic in early April. The project envisages the construction of a new medical facility, taking into account the adjustments made to the technical documentation. The tender documentation describes in detail the list of construction works and materials - from finishing works to installation of engineering systems.

The outpatient clinic is to be equipped with doctors' offices, a treatment room and a vaccination room. In addition, it is planned to install solar panels to provide energy and a rainwater collection system for technical needs.

The auction was held on April 24, with bids from two companies - Green Capital and Budinfrastructura Construction Company. The latter was recognized as the winner, offering an amount of UAH 163 thousand less than the expected purchase price. But the winner was later rejected. The reason for the rejection was the lack of proposals. Prior to that, the winner was asked to eliminate the discrepancy in its proposal and given until April 30.

But this was the second attempt to find a contractor. Back in March 2024, the department announced the start of construction of a new outpatient clinic in Davydovyi Brod, explaining that it was necessary because the previous one had been destroyed by Russian troops. The work was entrusted to New Heat Technologies LLC, which was supposed to hand over the facility by the end of 2024, but failed to do so.
