A scheme to sell exemptions from service through fake medical diagnoses was exposed in Voznesensk. According to the investigation, doctors and representatives of the Military Qualification Commission were involved in the scheme.

This is stated in the decision of the Central District Court of Mykolaiv.

The judge considered a motion of the Security Service of Ukraine to grant temporary access to documents in the framework of criminal proceedings on corruption and assistance in evading mobilization. The case concerns obstructing the activities of the Armed Forces of Ukraine, taking bribes and abuse of influence.

According to the investigation, a group of people, including medical workers of a municipal medical institution in Voznesensk, organized an illegal scheme. They, acting in collusion with representatives of the military medical commission, issued fictitious documents on the health status of persons liable for military service.

The essence of the scheme was that the conscripts were diagnosed with diagnoses or statuses that allowed them to avoid service or receive limited fitness. In particular, they were recognized as unfit or fit only for service in rear units such as logistics, security or medical units.

As part of the investigation, the investigators requested access to the original personal files, medical reports, certificates of the Military Medical Commission and documents confirming the health status of the men who passed the commission between May 2025 and February 2026. These documents, according to the investigation, may contain evidence of fraud and are key to the examinations.

The court agreed with the investigators' arguments and granted temporary access to these materials with the possibility of their seizure. In case of refusal to provide the documents, investigators may apply for a search warrant. The investigation is ongoing, and law enforcement officers are identifying all those involved in the organization of the scheme and the range of people who could have used the illegal services.

Also in March, law enforcement officers exposed corruption in the military medical commission of the Voznesensk multidisciplinary hospital. According to the investigation, the secretary of the MEC organized a scheme to obtain illegal benefits by extorting money for issuing fictitious health certificates.
