The Odesa Regional Territorial Recruitment and Social Support Center and Joint Staff responded to reports that a servicemember from one of the district territorial recruitment and social support centers had been detained by SBU officers.

This is stated in a press release from the military registration and enlistment office.

The incident occurred on September 8 on Pedagogichna Street in Odesa.

A video showing the detention of a man in military uniform began circulating on social media the day before. The footage shows law enforcement officers detaining the serviceman.

According to the Territorial Recruitment Center, an investigation is currently underway as part of criminal proceedings under Article 369-2 of the Criminal Code of Ukraine, which pertains to abuse of influence.

The agency assured that it is providing full cooperation to investigative authorities to establish all the circumstances of the case.

The Odesa Regional TCC and SP also emphasized their zero-tolerance stance toward abuses and actions that could discredit the Armed Forces of Ukraine.

Investigative actions are currently underway in the criminal proceedings under Article 369-2 of the Criminal Code of Ukraine—abuse of influence.

As reported by Intent, in August, law enforcement officers in Odesa detained ten servicemembers of the TCC and SP who are suspected of torturing civilians. Among the incidents under investigation are the use of tear gas, beatings, choking, and the use of handcuffs.

In one case, a man was deliberately struck by a service vehicle in order to detain him; in another, the victim was beaten and choked while being forced to reveal the passcode to his cell phone.

It has also been reported that the Odesa region ranks first in Ukraine in terms of the number of complaints filed with the Ombudsman’s Office regarding possible violations by TCC and SP personnel: from the beginning of 2026 through August, 453 such complaints were received.
