Current road repairs in Odesa for 5 million were given away without an auction

The Road Maintenance Department of Odesa City Council has selected a contractor to repair sections of two streets in the city for almost 5 million.

The relevant information is contained in the Prozorro electronic procurement system, according to the Center for Public Investigations.

It is about 1.7 thousand square meters of road on two streets - Rozumovska (200 meters) from the intersection with Myasoedovska towards the bus station and 1.5 thousand meters along Mykhailo Hrushevskoho Street.

The winning company expects to receive UAH 4 million 981.6 thousand for the current repairs, and the repairs will be carried out until December 31, 2024.

The procurement was conducted in the format of open bidding with the peculiarity that Dorstroygroup Limited Liability Company had no competitors. According to the YouControl service, the LLC was registered in the village of Velykyi Dalnyk, located near Odesa, in 2019. The owner is currently Gennadiy Chudnovets.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the full-scale invasion of the Russian Federation, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

For example, the Road Maintenance Department of the Odesa City Council recently selected three contractors for road repairs in Odesa at different sites. All three procurements were held in the format of open bidding with the peculiarity that the participants had no competitors. As a result, the winners of these tenders will receive a total of UAH 26 million if the contracts are signed.
