Contract for repair of Mykolaiv outpatient clinic awarded to a contractor with a history

The winner of the tender for the repair of outpatient clinic No. 5 in Mykolaiv is a company that was previously suspected of abusing the overhaul of the regional institute of postgraduate education.

This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.

In April, Mykolaiv's Capital Construction Department announced a tender for the current repair of outpatient clinic No. 5, which is part of the Primary Health Care Center No. 1. It is located on Bohoyavlensky Avenue. The expected cost of the works is over UAH 9 million, and the selected contractor must complete them by February 1, 2026.

The bidding was supposed to take place on April 25, but, as is becoming a tradition, only one participant, Zhytlobud-Nika LLC, submitted its offer and is going to be awarded the contract. The company reduced the expected purchase amount by only UAH 68,100, although the minimum price reduction step is UAH 90,049.

A journalist of the CPR decided to find out what story the winner of the public tender is hiding and whether there are any pitfalls in the company's activities.

According to the YouControl online analytical system, the company was registered in 2005 with a registered capital of 33 thousand. The main business activity is the construction of residential and non-residential buildings. In addition to the main activity, the company has registered several dozen other KVEDs, including wholesale trade in consumer electronics, building materials, metals, and plumbing. The company also declares construction of roads, pipelines, water facilities, electrical installation and finishing works, engineering, technical testing, and architectural activities.

The company earned more than 389 million from public procurement.The main customer of the company was Ukrtransnafta. In 2023, it was joined by the Department of Culture and Cultural Heritage Protection, and in 2024 by the Department of Capital Construction and the Primary Health Care Center #2.

According to a 2019 ruling of the Central District Court of Mykolaiv, Mykolaiv investigated possible abuses by employees of the Municipal Construction and Reconstruction Directorate during the overhaul of the building of the Regional Institute of Postgraduate Education and the building of the Higher School of Physical Education.

The works totaled more than UAH 15 million, some of which were performed by Zhytlobud-Nika LLC. An inspection of the facilities revealed that the amount of work actually performed did not correspond to the data in the tender documentation and the acts under which the money was transferred.

Also recently, the construction of an underground school No. 41 in Kherson was entrusted to a company that changed its owner and address a few days before the tender. The contractor looks like a one-day company and has no proven experience in performing similar work.
