In Kherson, a contract to renovate one of the local schools was canceled. The contract was for the overhaul of the assembly hall and gymnasium worth 2.6 million, but the agreement was terminated in court.
This was reported on the website of the Kherson Regional Prosecutor's Office.
The history of this renovation began in December 2021, when the Capital Construction Department of the Kherson City Council entered into an agreement with local businessman Mykhailo Yuzhnyi. The contract provided for the renovation of the assembly hall and gymnasium at (suspected) specialized school No. 52. The contractor managed to receive an advance payment of 296 thousand, but the full-scale invasion and subsequent occupation of Kherson put the process on hold: work stopped, acts were not submitted, and real funding froze.
Despite the actual suspension, the contract remained formally in force for a long time, which, according to the prosecutor's office, created the risk of unjustified write-offs of another 2.2 million from the city budget. To resolve this issue, law enforcement officers went to court. Eventually, during the trial, the parties reached an agreement and voluntarily terminated the contract, after which the proceedings were closed.
There is one detail in this case: the entrepreneur who was supposed to repair the school continued to receive budget contracts even during the occupation of the city. In particular, in July and September 2022, he signed two more agreements with the Regional Emergency Medical Center. The end of Mykhailo Yuzhnyi's activities was put in 2023, when he officially closed his sole proprietorship and stopped his business.
Earlier, the Kherson Regional Prosecutor's Office also announced a suspicion to a local developer whose "negligence" cost the city budget dearly. The story began in December 2023, when one of the local vocational colleges ordered the businessman to overhaul a dormitory that had been damaged by Russian attacks.
