Court officials in the Kherson region have declared more than 8 million hryvnias

The heads of active courts in the Kherson region reported a combined income of approximately 8.5 million hryvnias for 2025.

This is according to an analysis of the declarations conducted by the Center for Public Investigations and the publication Intent.

The highest income was reported by Oleksandr Sikora, the head of the Velyka Oleksandrivka District Court—3.69 million hryvnias. This amount included his judge’s salary, proceeds from the sale of a car, a cash gift from a relative, and his wife’s income.

Vyacheslav Kanevsky, the head of the Novovorontsov District Court, declared 1.5 million hryvnias in income, while Dmytro Gontar, the head of the Kherson City Court, declared 1.58 million hryvnias.

Iryna Khomyk, the former head of the Velyka Oleksandrivka District Court, who led the institution until March 2025, declared 1.72 million hryvnias in income.

The majority of the declared funds consist of judges’ salaries, although in some cases, income also came from the sale of property, gifts, and other payments.

Recently, the heads of Kherson’s municipal non-profit healthcare enterprises declared over 8.7 million hryvnias in income for 2025.

In addition, currentmembers ofthe Kherson City Council declared millions in cash and shares in Poland, totaling 32.9 million hryvnias in income and nearly 52 million hryvnias in savings for 2025. Nine out of every ten hryvnias of savings are held in cash—50.3 million hryvnias: Kherson’s banking infrastructure, which has been destroyed or rendered inaccessible due to hostilities, apparently does not inspire confidence among some of the elected officials.

At the same time,members ofthe Kherson Regional Council live in several parallel realities. Some are on the front lines or have been evacuated; their financial disclosures are withheld for security reasons. Others are in the temporarily occupied territory; some of them are registering businesses under Russian law or obtaining Russian passports.
