Contractor for construction of a shelter in a kindergarten re-selected in Odesa region

The Department of Education of the Fontansky Village Council of Odesa District has held a second procurement to select a company to pay for the reconstruction of the building of the preschool educational institution, the Gnezdechko kindergarten.

This is reported in the Prozorro electronic procurement system.

It is about the reconstruction of civil defense structures (shelters, radiation shelters), dual-purpose structures with the protective properties of civil defense structures.

The procurement was conducted in the format of open bidding with special features and the only participant was Yug Stroy Company, a limited liability company, which, if the agreement is concluded, will have to complete the work by September 1, 2027 and receive UAH 26 million 992 thousand for it.

According to YouControl, the company was registered in 2015 and has been owned by Alla Ilyukhina since last year.

Since the beginning of the year, the company has won seven tenders totaling UAH 16 million 809.3 thousand.

Earlier, the department conducted this procurement and chose Bereg Trans Bud Limited Liability Company as the contractor. However, the company's proposal was rejected.

Under the procedure in the format of open bidding with special features, almost all terms are shorter than in open bidding in accordance with the Law on Public Procurement. That is, this procurement is much faster than open bidding.

The period for submitting bids is seven calendar days, and the period for challenging qualifications is five calendar days.

With the beginning of the full-scale aggression of the Russian Federation, procurement in the format of open tenders with the peculiarities of reduced procedure time and no competitors for the winners began to prevail over others.

According to the Ministry of Economy, from December 14 to December 20, 2022, 306 successful Prozorro tenders out of 347 were completed with one participant. That is, almost 90% of procurements during this period were made with a single bidder.

However, last year, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
