In Kherson region, a company with inflated prices was awarded the contract to repair shelters. Analysts noted that the materials were purchased at much higher prices than market prices.

Despite the change in the leadership of the city administration and repair customers, the companies previously found guilty of overcharging for construction materials continue to receive contracts for the renovation of Kherson's storage facilities.
For example, on October 7, 2025, the family-owned Teren LLC received a contract to repair one of the simplest shelters in the city, including materials at prices significantly higher than market prices in the estimate. The contract amount is three million five hundred and eighty-one thousand five hundred and three hryvnias, and the customer is the Civil Defense Department of the Kherson MVA headed by Mykola Prusov.
Teren LLC was founded in 1992 by Viktor Khodykin. Today, the company is run by his son, Mykola Khodykin, and Svitlana Khodykina is also listed among the founders, which confirms the family nature of the business. All the founders are registered at the same address. Previously, the company performed small repairs in educational institutions and sold metal-plastic windows.
Mykola Khodykin, as an individual entrepreneur, also receives contracts for the development of project documentation for shelter repairs. Thus, on September 26, 2025, the Civil Protection Department ordered him to develop three shelter projects and three examinations of the relevant documentation.
According to media reports, the new leadership of the department continues to hide the addresses of the shelters, although they should be available to citizens. In the repair contracts, the locations of the shelters are covered with black plates, which are explained as "security issues." This practice has been going on since 2023. Previously, journalists managed to find out the exact addresses only through an information request.
The analysis showed that the latest contract has clear signs of overpricing materials. For example, the company buys aerated concrete blocks at UAH 4,850/m³, while the average market price in Kherson is UAH 3,500/m³. A deep penetration primer costs the company 139 UAH/l, while similar materials are sold in stores for 50-70 UAH/l. A 65 g tube of UNIPAK sealing paste is purchased for UAH 183, while the market price is UAH 45-100.
Thus, according to media reports, the Khodykin family business continues the practice of overcharging for construction materials when repairing Kherson shelters.
Recently, a court found Andriy Spitsyn, a member of the Bilozersk Village Council, guilty of misappropriating funds during the repair of the water supply system. He was accused of overstating the cost of the work and signing fictitious acts.
