A firm associated with the head of Mykolaiv Regional Military Administration Vitaliy Kim won a tender for the construction of a school shelter worth almost UAH 60 million without competition.

According to Nikcenter, Arena Sport 2011 LLC was the only bidder for the construction of a new protective structure for a gymnasium in the village of Bereznehuti.

According to the plan, the school will build a monolithic reinforced concrete shelter with an area of over 900 square meters. The building is designed to accommodate 239 people and will include 10 rooms, a cafeteria, bathrooms, autonomous power supply and heating. The construction is to be completed by December 2025.

Arena Sport 2011 LLC was founded more than 20 years ago by Olga Kim and Media Group LLC, owned by Vitaliy Kim. Until 2016, the current head of the Mykolaiv Regional State Administration was managing this company. The company is now owned by Olga Kim and Oleksandr Stepanov's Silent LLC.
The company plans to use mostly rented equipment to carry out the work. The excavators and dump trucks will be provided by Mykolaivmiskbud LLC, which is currently facing a lawsuit over overpricing the construction of a water pipeline in Mykolaiv.

This tender is the second attempt to select a contractor for the construction of the shelter. The first tender was canceled immediately after it was announced.

The new tender required participants to have experience in repairing or building administrative facilities. Arena Sport 2011 LLC confirmed its qualifications with a certificate of repair of the roof of the social services center worth 300 thousand hryvnias.

Earlier, Intent wrote that a contract for the construction of a shelter in Mykolaiv region was concluded without open bidding. The cost of the work amounted to more than UAH 33 million. This is a new construction of a radiation shelter for a lyceum in the village of Nechayne. The cost of the work is UAH 33.8 million from the budget, and the contractor is BC Interbud LLC.

In addition, the repair of a bomb shelter for a lyceum in Mykolaiv was funded by Denmark, which provided two million. The contract for almost a million was given to a newly created company whose services are often used by the executive committee of the Mykolaiv City Council. The agreement with the company was signed for 950 thousand hryvnias. It is unknown where almost a million of the funds provided by Denmark went. The company is supposed to complete the repairs by December 31, 2024.
