In Odesa, officials plan to consider decisions regarding the city’s recovery following Russian attacks, compensation for damaged housing, and support for displaced persons. The executive committee is also expected to approve a number of issues related to the transfer of property, assistance to homeowners’ associations, and social programs.

A meeting of the Odesa City Council’s Executive Committee will take place on June 25 at 11:00 a.m. The agenda covers issues related to the work of city departments, district administrations, social support for residents, infrastructure restoration, and the implementation of city programs. A live broadcast of the meeting is planned.
Among the first items on the agenda, Executive Committee members are expected to approve a tentative work plan for the third quarter of 2026 and consider removing previously adopted decisions from the committee’s oversight. There are also plans to approve the awarding of the Executive Committee’s Certificate of Honor.
One of the key items on the agenda will be submitting a draft resolution to the City Council regarding the transfer of municipal property—which is currently on the Executive Committee’s balance sheet—to the Odesa City State Administration for the duration of its term of office.
In the area of healthcare, officials will review information on the implementation of the city’s “Health” program in 2025 and propose amendments to it. The meeting will also feature reports on the implementation of a number of other city programs, particularly in the areas of transportation, urban improvement, energy efficiency, housing, culture, civil society, and the urban planning cadastre.
A significant portion of the agenda concerns compensation for citizens whose homes were destroyed or damaged as a result of Russian aggression. The Executive Committee will review decisions by the relevant commissions of the Kyiv, Primorsky, and Khadzhibey District Administrations regarding the provision of compensation to owners of affected real estate properties. The issue of compensation for damaged property has been raised separately.
The agenda also includes the issue of social support for internally displaced persons. This involves approving decisions to grant or deny assistance in resolving housing issues for certain categories of displaced persons who resided in the temporarily occupied territories.
In the area of municipal services, officials will consider the dismantling of two temporary structures—a pavilion on Mykola Borovskyi Street and a kiosk on Kosmonavtiv Street. In addition, the executive committee plans to approve new schemes for the comprehensive placement of outdoor advertising along a number of the city’s main thoroughfares.
Among economic issues, the committee is expected to review a report on the implementation of Odesa’s Economic and Social Development Program for 2025. The committee will also consider providing non-repayable financial assistance to two associations of co-owners of apartment buildings participating in the “ENERGODIM” and “GreenDIM” energy modernization programs.
The Executive Committee is also scheduled to consider the termination of an agreement regarding the operation of one of the foster families, changes to the composition of children in a family-type children’s home, as well as the results of the program to provide housing for orphans and promote family-based care.
Officials also plan to review changes to programs for civil protection, fire safety, and the creation of an insurance fund for the city’s documentation.
In June, entrepreneurs in Odesa also competed for one million in support from the city budget; however, the total amount requested exceeded the program’s available funding by several times.
