Bashtanka district councils demonstrated a high level of transparency

In the Bashtanka district of Mykolaiv region, the communities that showed the highest level of openness in their work were identified. As it became known, the leaders of transparency include the Kazankivska, Bereznehuvata, Novobuzka, Snihurivska, Vilnozaporizka and Ingulska communities.

This is stated in a study by experts of the Center for Public Investigations.

The councils were recognized for the fact that their official websites fully meet the requirements for openness. In particular, decisions on budgets are published along with all the necessary annexes, and the formats of documents comply with the current legislation.

Such a high level of transparency is expected by residents and, most importantly, creates convenient conditions for journalists and activists who monitor the use of public funds and the activities of local authorities.

On the website of the Kazankivka village council, all documentation is grouped in the 'Documents' menu, where a separate subsection 'Decisions of the village council' allows users to quickly find the file they need by year and plenary session number. For the convenience of users, each resolution contains a number and a summary in the title, and all budget documents and their annexes are published in the formats required by law.

Similarly, Bereznehuvata village council has streamlined its menu through the 'Documents Archive' section. Here, decisions can be found in just a few clicks. All files are available in a convenient RAR-format archive, and documents and attachments are also presented in the formats required by law.

In the section "Official Documents" of the Novobuh City Council, the decisions of the sessions are organized by year. Although some of the sessions are combined into one file, there is a direct link to each individual decision, and all texts and annexes are presented in the proper format.

Snihuriv city council stands out for its conveniently implemented search in the document archive. It regularly publishes resolutions of the head of military administration, and all budget resolutions and annexes are available in the formats required by law.

The website of the Vilnozaporizhzhia village council ensures a high level of order: in the section 'Official Documents', the decisions of the sessions are organized by year and plenary session. Each link leads directly to the text of the document and annexes in the correct format.

The Ingul village council demonstrates a similar level of structuredness . Its archive is built on the principle of drop-down menus: the user first selects the year and then the required meeting. The titles of the decisions clearly reflect their content, and the files are also presented in the formats required by law.

Despite the successes of the leaders, some councils in Bashtanka district demonstrate a low level of transparency. Among the less open councils are Bashtanka, Volodymyrivka, Horokhiv and Sofiyivka councils. Although budget resolutions are published on their websites, they are mostly in PDF format, which directly violates the requirements of open data legislation. In addition, inconvenient navigation makes it difficult to find documents.

The most difficult situation is observed in Shyrokiv and Pryvilne village councils. The website of the Shyrokivska council provides information in a chaotic manner, lacks systematization of decisions and annexes to documents. The archive of documents on the website of Pryvilne council does not work at all, and open but incomplete decisions lack budgetary annexes.
