Contractor delays repair of shelter in Mykolaiv high-rise for six months

Prosecutors proved in court that the contractor had grossly violated the terms of the contract by failing to complete the work on time. The shelter, which was supposed to be ready several months ago, remained an object of unfinished construction, which, in the context of constant shelling of Mykolaiv, posed a real threat to the lives of the building's residents.

This was reported by the Mykolaiv Region Prosecutor's Office.

The investigation found that the contractor, together with the city council, extended the repair period by almost six months without proper justification. The court declared these additional agreements invalid as they were groundless. All this time, the residents of the building in a densely populated area of Mykolaiv remained without proper protection under constant shelling.

The contractor will be charged about UAH 200 thousand to the local budget for breach of contract . The shelter must finally be put in order, and the prosecutor's office has already stated that it will monitor the implementation of the court decision after it enters into force.

The court also ordered the Mykolaiv regional police to launch an investigation into possible price gouging during the reconstruction of the water supply system. According to the NGO, the contracting firm from Odesa may have overestimated the cost of materials.

The court upheld the complaint filed by the organization and ordered the Main Department of the National Police of Ukraine in Mykolaiv Oblast to enter information into the Unified Register of Pre-trial Investigations (URPI) and launch an investigation into the possible misappropriation of budget funds.

According to the investigation, on October 30, 2025, a representative of the organization filed a statement in which he reported that during the reconstruction of the water supply system on Sadova and Naberezhna streets, officials of Odesaspetsenergo LLC overstated the prices of materials, causing damage to the budget. Due to the inaction of the police, the organization appealed to the court, which recognized the actions of law enforcement officers as unlawful and ordered to register the statement in the URPTI.
