Odesa MBA decides to pay for restoration projects of city buildings from the budget

The Odesa City Military Administration has decided that it will cover the costs of condominium associations for the development of design estimates for the restoration of buildings affected by Russian attacks from the city budget.

This was reported by the Center for Public Investigations with reference to the Odesa MVA.

According to the administration, this decision was made during a working meeting between the leadership of the city council and the city military administration with representatives of condominiums on mechanisms for restoring housing damaged by armed aggression.

The fact is that the high cost of developing design and estimate documentation and expertise prevents condominiums from actively participating in the state program "Vidnovydim", which provides condominiums with grants of up to UAH 10 million to repair roofs, facades, and utilities.

According to the MMA, attracting state grants will reduce the burden on the Odesa budget and significantly speed up the restoration of more than 1,200 damaged buildings. The military administration emphasized that the design documentation for the Orange and White House residential complexes is already at the final stage, after which tenders for major repairs will be announced.

In July 2025, specialists from the State Environmental Inspectorate of the Southwestern District investigated the consequences of the shelling of Odesa on June 20, when the Orange residential complex was damaged. According to the calculations, the damage caused amounts to more than UAH 60 million. Employees of the State Emergency Service counted more than 10 places where Russian drones hit Odesa on the night of June 20. A 23-story residential building was hit, firefighters extinguished fires on the 18th, 19th, and 20th floors, and 600 people were evacuated from the building. Three people were rescued from a blocked apartment, including three children. Five other residential buildings at different addresses and three cars caught fire.
