A student from Kherson was denied permission to take the rescheduled session of the unified entrance exam in English and Information and Communication Technologies (ICT) for admission to a master’s program, which he had missed due to security risks. On the same day, 18-year-old Svitlana Peshik from Kherson was killed when a Russian drone carried out a targeted strike on a commuter bus. She was on her way to submit her application documents for university admission.
Igor Fedyanin, a master’s program applicant, told Intent about this.
The exam was scheduled to take place in Mykolaiv on July 1.That morning, as early as 6–7 a.m., reports were already circulating about the drone attack and the damaged bus. Consequently, the student decided not to travel to Mykolaiv and notified Kherson State University of his absence.
<picture>
According to Ihor, the university stated that missing the exam due to the security situation would be considered grounds for taking a makeup exam. However, the Kherson Center for Educational Quality Assessment later denied this request.
“The reason for absence from the exam cited by the applicant is not included in the list of reasons that entitle a student to take a makeup exam,” was noted in the applicant’s account for the master’s program entrance exams.

Ihor Fedyanin filed an appeal in Kyiv, where his request was also denied.
“To deny the appeal filed by Ihor Oleksandrovych Fedyanin, as the decision of the regulatory commission at the Kherson Regional Center for Educational Quality Assessment to deny him admission to the makeup session of the unified entrance exam has been confirmed as objective,” stated the decision of the Appeals Commission at the Ukrainian Center for Educational Quality Assessment.
<picture>
“If military operations and shelling are not considered valid reasons for missing an exam, then why aren’t exams being held in the city of Kherson?” the applicant asks.
The Intent editorial team reached out to the Ministry of Education of Ukraine for comment on this situation.
