A repair project in Odesa region was ordered by a company associated with a former police officer

The Department of Education of the Safianivka Village Council of Izmail District ordered the development of design estimates for the overhaul of the canteen of the Bagatiansky Lyceum for UAH 510,000.

The contract was awarded to Auditconsult LTD, a company previously owned by the wife of former police officer Arsen Shvag, who is a defendant in the bribery case, according to the publication Antikorruptionnyi Vymir.

The company receives most government contracts without competition, and the head of the company is related to Shvaga in other companies. According to Prozorro, the Education Department of the Safianivka Village Council of the Izmail District of Odesa Oblast has signed a contract for the production of design estimates with expert review for the overhaul of the food service unit of the Bahatian secondary school.

The contract is for the preparation of documentation for the repair of the canteen according to the technological model of catering, which is a basic kitchen. The works are scheduled to be completed by May 31, 2026. The procurement was conducted without the use of an electronic system. The project is funded by the local budget.

According to the YouControl analytical platform, the contractor in this procurement, Auditconsult LTD, was registered in May 2018. Its legal address is listed as Odesa, 18 Sehedska Street. The authorized capital of the company is UAH 10 thousand.

The owner and founder of the company is Yuliana Ternavska, who owns 100% of the company. It is registered in the village of Mykolayivka, Bereziv district, Odesa region. The head of the company is Petro Zamfirov, who has been heading the company since October 2024.

Auditconsult LTD has participated in 23 procurements and won in all cases. The total amount of signed contracts is more than UAH 15.6 million. The company received most of the contracts without competition. Out of 23 procedures, 21 were non-competitive, and only two were held in a competitive format.
