A monopoly utility company has been awarded the contract to eliminate landfills in Mykolaiv

Mykolaiv held a tender for the elimination of unauthorized landfills. The contract was awarded to the city's utility company, which holds a monopoly on such services. In the first month of 2025 alone, the company signed 53 waste management agreements.

This is evidenced by data from the Prozorro public procurement system.

The administration of the Zavodskyi district was looking for a contractor to eliminate unauthorized waste dumps with loading and removal to the city landfill.

Two bidders showed up for the tender: Valan LLC and Mykolaivkomuntrans. The latter submitted the lowest bid of UAH 3,628,747 and won the tender. Thus, the expected procurement amount decreased by almost 300 thousand.

According to the terms of the tender, the company is supposed to load and transport waste to the city landfill. In total, the volume of services is 23,324 m³. The works should be completed by the end of 2025. In the course of the work, the contractor shall load garbage by mechanized and manual means; remove it to the municipal landfill; and collect garbage spilled during loading or removal.

According to the YouControl online analytical system, Mykolaivkomuntrans was registered in 2003 with an authorized capital of over UAH 43 million. The company has earned about UAH 71.2 million from government tenders.

While in 2023 the company's revenues significantly exceeded the amount of public procurement, in 2024 and early 2025 it received only from tenders. Thus, in 2023, revenues amounted to 28.9 million, in 2025 - 14.8 million.

Mykolaivkomuntrans is also the subject of a journalistic investigation that revealed fraud in the struggle to win "garbage" tenders. The investigation states that the auction competitor, Valan LLC, is a subsidiary of the company.

Mykolaiv recently allocated more than 8 million from the budget for road cleaning. The administration of the Ingul district announced a tender for the purchase of vacuum and wet road cleaning services until the end of 2025. The winner of the tender will be responsible for mechanized cleaning of the road from dirt, debris and sand. And Mykolaivoblteploenergo is looking for a supplier of workwear for its employees. It is planned to spend over UAH 1.5 million to supply various types of workwear for the utility.
