According to the investigation, in September 2022, the 73-year-old suspect took up the position of the so-called "head of the Dmitrovsky territorial administration of the Kakhovka municipal district". While holding the pseudo-position, he was engaged in the employment of people in the occupation administration and utilities, organized and controlled the replacement of Ukrainian documents with Russian ones by local residents.
