14 million requested from the state for construction of outpatient clinic in Kherson region

The local budget allocated only 650 thousand hryvnias out of the required 19 million for the construction of an outpatient clinic in the village of Ivanivka, Kherson region. The application for a state subvention was submitted in early 2025, but it has not yet been approved.

This is evidenced by data from the DREAM ecosystem.

In the village of Ivanivka, Beryslav district, Kherson region, the construction of a general family medicine outpatient clinic was initiated. The goal of the project is to create a modern medical facility that will provide residents of Ivanivka with access to quality primary health care.

The construction envisages a one-story or two-story structure with zoning for medical and administrative premises, doctors' offices, treatment rooms, a laboratory, and waiting areas. The exterior walls are planned to be insulated, the roof will be equipped with heat and waterproofing, and the interior will be finished with eco-friendly materials and porcelain tiles in the corridors and bathrooms.

The engineering networks include energy-efficient heating, modern water supply and sewerage, backup power supply, ventilation and air conditioning. Ramps, wide doors, and bathrooms with handrails will be provided for people with limited mobility. The security system includes fire alarms, video surveillance, and access control.

The total budget of the project is about UAH 19.1 million: capital costs - UAH 16 million, operating costs - UAH 3.1 million. Confirmed funding is currently 650 thousand hryvnias from the local budget, which covers 3.4% of the need. The balance sheet holder of the institution is the Vysokopil Village Council, and the project is implemented by the Department of Territorial Development of the Kherson Regional State Administration.

According to the description, the new medical facility should provide comfortable conditions for patients, modern equipment, and access to medical services for the residents of Ivanivka.

The project was ordered back in 2023. According to the Prozorro procurement system, the more than UAH 649 thousand allocated from the city budget was received by Phoenix Group Project, which provided engineering design services.

Funding directly for the construction of the outpatient clinic is planned to be raised, in particular, from the state budget. An application for a subvention for the project was submitted in January 2025 in the amount of UAH 14 million 224 thousand, but it has not yet been considered.

In addition, an initiative to build a new Safety Center to protect the population from emergencies has been launched in one of the villages of Kherson region. Part of the funds for the project were allocated by the European Investment Bank under the Ukraine Recovery Program. The total project budget is UAH 24.9 million, and the community includes 22 settlements.
