On December 5, the first routes under the 3000 km of Ukraine program were launched in Ukraine.
According to the press service of the Ministry of Communities and Territories Development, the program is intended to provide additional support to residents of frontline areas and launch systematic state funding for passenger rail transportation. At the first stage, the program focuses on routes to and from frontline communities.
Starting December 3, up to four trips totaling 3,000 kilometers can be booked in the Ukrzaliznytsia app. Free tickets for available seats will be available in reserved seats, compartments, regional trains and Intercity class 2 on 24 routes, which will be updated. Currently, the program does not cover the premium segment (SV and 1st class).
How do I buy a ticket for kilometers?
The press service noted that no additional funds are allocated from the state budget for this program. In particular, compensators are provided for Ukrzaliznytsia to receive additional income, including dynamic pricing in the premium segment. In the first quarter of 2026, a mechanism is to be created to compensate for the difference between affordable passenger fares and the real cost of transportation.
How it will work:
The routes for the pilot launch were determined based on an analysis of train occupancy, with a special emphasis on the needs of residents of frontline regions. It is noted that this will stimulate travel for those Ukrainians for whom the key is an affordable fare, not the duration of the trip, and partially relieve peak periods of transportation.
