Vitaliy Barvinenko, head of the Odesa District Council, filed a motion with the court to bail out the mayor of Vylkove, Odesa Oblast, Matviy Ivanov, who is suspected of colluding with businessmen to illegally extract sand.
The respective petitions appeared on social media and were submitted on the official letterhead of the Association of Ukrainian Cities.
In addition to Vitaliy Barvinenko, Odesa Mayor Hennadiy Trukhanov also filed a petition. Intent contacted Vitaliy Barvinenko for a comment, and he confirmed that he had indeed filed such a petition, noting that he had filed a similar one in relation to the head of the Dobroslav community , Lyudmyla Prokopechko , and other community heads.

At the end of July 2025, the court imposed a pre-trial restraint on the mayor of Vilkovo, Odesa region, Matviy Ivanov, in the form of detention with an alternative bail of UAH 39 million. According to law enforcement, two heads of private companies engaged in water transport services organized the illegal extraction of sand from the Danube for the construction of a private multimodal terminal, and they allegedly paid Matviy Ivanov not to interfere with them.
At the same time, Prosecutor General of Ukraine Ruslan Kravchenko said that prosecutors had served notices of suspicion on eight officials in Odesa Oblast, including the head of the Dobroslav community, Liudmyla Prokopechko, who is suspected of misusing 1 million hryvnias of budget funds, which were allegedly spent on fictitious environmental analysis services. The list also included the former head of the education department of the Dobroslav village council, who is suspected of embezzling about 500 thousand hryvnias during the repair of the roof of the educational institution.
