The Bolhrad City Council in Odesa Oblast has once again put up for sale buildings and structures of an unfinished maternity hospital for the "Mother and Child Center" and "Block of auxiliary premises of the maternity hospital."
According to ProZorro.Sale, this time the auction format was changed from the English three-round to the hybrid Dutch one.
The starting price of the lot at the second auction is UAH 5 million 262.7 thousand, the same as in the previous auction.

A hybrid Dutch auction is a price reduction bidding, during which the initial value of the lot is reduced step by step until one of the participants stops the reduction. Then comes the stage of closed bids: other participants can offer a price higher than the fixed price. The winner is the one who offered the highest amount. However, the participant who stopped the decline in the first stage has the right of last resort and can outbid the opponent's maximum price in the third stage. The auction starts even without participants, as it is possible to join after the start. It is used to sell assets whose market value is difficult to determine: overdue loans, property of bankrupt banks, or in the case of unsuccessful English auctions.
Last year, the city council tried five times to sell this unfinished building. The fourth attempt, scheduled for September 25, 2024, failed. The starting price was again reduced to UAH 5 million 262.7 thousand, but the fifth attempt failed to sell the unfinished building. The starting price of the fourth attempt was UAH 10 million 525.4 thousand. The third attempt with a starting price of UAH 5 million 262.7 thousand failed.
Prior to that, Bolhrad City Council in Odesa Oblast had twice failed to sell the buildings and structures of an unfinished maternity hospital for the Mother and Child Center and the Maternity Hospital Auxiliary Unit. The starting price remained the same as during the first auction - UAH 10 million 525.4 thousand.
