The Odessa City Executive Committee has outlined measures to support national defense, veterans, and residents of high-rise buildings

The Odessa City Executive Committee plans to adopt a series of resolutions that will affect social support for residents, community safety, and the development of urban infrastructure. A significant portion of the agenda items concerns the consequences of the war, housing energy efficiency, and support for the city’s defense capabilities.

On Thursday, June 11, 2026, at 12:00 p.m., the regular meeting of the Executive Committee of the Odessa City Council began. The agenda includes a number of issues covering social support for the population, the development of urban infrastructure, the management of municipal property, improving the energy efficiency of the housing stock, and strengthening community safety under martial law.

One of the first items on the agenda is a review of proposed amendments to the Executive Committee’s Action Plan for the preparation of draft regulatory acts for 2026. This decision will determine the city government’s future work on regulatory documents that affect various aspects of life in Odessa.

Special attention will be given to supporting the community’s defense capabilities. The meeting will consider the transfer of material assets to the volunteer unit of Odessa City Territorial Community No. 1. In the healthcare sector, there are plans to transfer a diesel generator, currently on the balance sheet of City Children’s Polyclinic No. 1, to the enterprise “Odesmiskosvitlo.” 

Executive Committee members will also consider compensation for citizens whose homes were destroyed as a result of Russian aggression. Among the property-related issues is the transfer for use to the Municipal Service of Communal Property of a number of premises, buildings, and structures belonging to the Odessa territorial community. 

Another section of the agenda is dedicated to energy efficiency in the residential sector. The Executive Committee will consider providing non-repayable financial assistance to two Odessa homeowners’ associations participating in state programs for the modernization of residential buildings. It is expected that the funds will help implement measures to insulate buildings and improve their energy efficiency.

Some decisions will concern support for internally displaced persons (IDPs). The Executive Committee is set to approve proposals to provide housing assistance to certain categories of IDPs who have left the temporarily occupied territories.

In addition, proposals regarding the approval of procedures for reimbursing funeral expenses for citizens belonging to certain priority categories are planned to be submitted to the Odessa City Council for consideration. The document is expected to establish a mechanism for compensating the relevant expenses for the families of the deceased.

<span><span><span><span><span><span>In the security section, the Executive Committee will consider amendments to the city’s targeted program “Safe City of Odesa” for 2020–2028. The city’s needs for shelters are also to be determined.</span></span></span></span></span></span>

 On May 18, the Executive Committee of the Odessa City Council determined that the city requires 70 shelters capable of withstanding shock waves and 3,626 anti-radiation shelters. The city also needs 124 mobile shelters.
